REQUIREMENTS
At least 5 years of experience in HR Manager, HR Business Partner or HR Plant
roles in structured and complex environments
Reporting to the Country Director and
collaborating with the HR Field Operation Department (HQ), you will be
responsible for ensuring that HR policies are correctly implemented and
developed in the field. The collaboration consists in the following activities at
country level in our projects in Nyala, Port Sudan, Khartoum and Mayo.
Main duties and responsibilities:
HR Strategy
·
Collaborate with Project Coordination Team engaging in high level
discussions.
·
Responsible for the Workforce Planning of the different projects in
the country activities to ensure the organization is staffed in line with short-
and medium-term goals (quantity, quality, skills, cost).
·
Responsible for the proper application of HR policies and procedures in the
field (hiring, compensation, management, training and development plans)
in line with the annual strategic plan.
·
Provide the HR FOD Department (HQ) with any information that may require policy
exceptions in response to project-specific needs, discussed and agreed upon
with local management.
·
Facilitate constant and effective communication between different
stakeholders, functional to raising professional standards and human resources
development.
Comp&Ben
·
Responsible for supervising activities related to personnel
administration and payroll (employment-related documentation and makes any
communications formally required by current regulations).
·
Conduct periodic market analysis and surveys to assess Emergency's
positioning and competitiveness in the country, in terms of pay and benefits.
·
Process labour costs to contribute to the preparation of Budgets
·
Suggest corrective action to the salary policy a/o compensation
package structure to attract and retain talent needed to achieve Project
objectives.
Staffing & Recruiting
·
Supervise search and selection, relations with the labour
authorities for the stipulation of employment contracts in compliance
with the national law and with the Salary Policy defined by EMERGENCY.
·
Ensure that new resource placements are supported by an adequate onboarding
process, act as local reference for the onboarding of international
resources on mission as well.
Referral Programme
Play an active role in supporting HQ in the search for new international
profiles.
- Be aware of open positions in international staff planning, promote a proactive approach to international staff on mission, particularly in the medical and nursing fields, encouraging the referral of personal contacts who are considered qualified and interested in filling vacant positions.
- Collect and forward the names suggested by international staff to the HQ HR team, facilitating initial contact and providing any contextual information useful for evaluating the profile.
- Collaborate with the International Staff Management team to ensure that referrals are handled in a structured manner, consistent with selection policies and in line with project needs.
Learning & Development
- Provide specialized support to Department Heads in staff planning, performance evaluation and training offerings, to ensure their effectiveness, quality and responsiveness to the needs identified.
- Promote career paths and suggest career development plans to Project Coordinators and Department Heads to increase potential, motivation and sense of belonging to the Organization. Work as a coach and advisor with Project Coordinators/Department Managers to support them in the execution of their management tasks, supervising the performance evaluation process.
- Coordinate and supervise the process of promotions ensuring the proper application of relevant policies and tools.
- Manage succession planning activities that enhance the potential of local resources and promote their progressive professional growth.
- Responsible for the day-to-day management of personnel on site, in accordance with legal requirements and the HR vision defined by EMERGENCY's policies
- Manage the document archive related to employee history and is responsible for compiling, as required, reports and statistics regarding personnel.
- Responsible for drafting and periodically updating the HR Handbook, in collaboration with the HR FOD Department.
- Supported by the Compliance Officer, manage locally the compliance mechanism and any verification and investigation activities required by the procedure

- Promote initiatives aimed at fostering a welfare policy in the mission, greater awareness of the Organization's culture, mission and values, contributing to making each employee feel part of the project.

- Play a Focal Point role in resolving any internal project conflicts.
- Working with Management and staff to foster positive relationships, maintain a good internal climate, create a sense of belonging and reduce turnover
- Experience in Human Resources Management, Assessment and Development of at least 5 years gained in the role of HR Business Partner, HR Plant or similar roles within structured and complex realities.
- Experience in labour relationships: updating internal regulations and procedures in accordance with regulatory changes, managing employee communications, contractual issues, disciplinary proceedings and litigation management.
- Knowledge of Compensation & Benefits processes.
- Motivation to work in the humanitarian field and share EMERGENCY's values and mission.
- Excellent communication and interpersonal skills. Ability to interact with the various levels of the Organization and listen to the needs of each, translating them into actions to support management and possible solutions to critical issues encountered.
- Ability to lead and support key project roles in people management & development.
- Analytical and organizational skills.
- Ability to work under pressure, sustaining intense work pace.
- Fluent English knowledge (minimum level C1).
- Excellent knowledge of Excel.
Availability required
6 months abroad including a paid leave period to be taken at the end of the
assignment in agreement with the Project Coordinator.
