The
Country Administrator coordinates and supervises all of EMERGENCY's
administrative and accounting activities in the country.
The Country
Administrator reports hierarchically to the Country Director and functionally
to the Administration Manager of the Field Operations Department (HQ).
MAIN
DUTIES AND RESPONSIBILITIES
The Country
Administrator will:
• Support
the Field Administrators in the country;
• Ensure
adequate liquidity for projects and coordinate monthly funding requests;
• Ensure
the correct implementation of administrative procedures;
•
Standardise the administrative offices of the various projects through regular
training of the staff;
• Conduct
regular project monitoring missions;
• Report
any discrepancies to the Administrative Desk at headquarters (FOD)
•
Collaborate with the Country Director and HQ in Italy on the preparation of the
annual budget;
• Ensure
the smooth running of the administrative offices during the handover phase and
in the absence of international administrative staff;
• Support
the Grant Manager in the preparation of funding proposals and the correct
allocation of costs to the various grants
• Support
and assist the Grant and Financial Reporting Department in drafting project
MEMOs to ensure the correct allocation of costs
• Support
the Field Procurement Manager in applying the purchasing procedures set out in
the Emergency operating manual
•Collaborate
with the Field HR Manager to ensure compliance with labour legislation in the
country
• Ensure
compliance with the tax regulations in force in the country
SPECIFIC
REQUIREMENTS
• Previous
experience in an administrative coordination role, preferably gained within an
NGO;
•
Experience in budget drafting and cost monitoring is required;
• Excellent
organisational and team management skills;
•Good
knowledge of the funding guidelines and procedures of the main institutional
donors (EU, MAECI, UN agencies, etc.);
•
Experience in keeping cash accounts;
•
Experience in managing the cash flow of multiple projects;
•
Experience in reconciling bank and cash accounts;
• Excellent
command of Microsoft Excel.
